九章三十五条Nine Chapters and Thirty-five Articles
本章程经2018年4月创立大会通过，自通过之日起生效。由恒创工程技术研究协会常务理事会负责解释。This Charter was adopted by the founding assembly in April 2018 and took effect from the date of adoption. The Standing Council of Hengchuang Engineering Technology Research Association is responsible for its interpretation.
第一条Article 1 本协会定名为"恒创工程技术研究协会"（英文名：Hengchuang Engineering Technology Research Association，简称HETRA），于2018年4月在香港特别行政区依法注册成立。The Association is named "Hengchuang Engineering Technology Research Association" (English name: Hengchuang Engineering Technology Research Association, abbreviated as HETRA) and was lawfully registered in the Hong Kong Special Administrative Region in April 2018.
第二条Article 2 本协会是由工程全领域的专业人士、研究机构、企业和社会团体自愿组成的非营利性社会组织，具有独立法人资格。The Association is a non-profit social organization voluntarily formed by professionals, research institutions, enterprises, and social groups across the full engineering field, and has independent legal-person status.
第三条Article 3 本协会的宗旨是：秉持"恒心持守、跨域协同、创造赋能"的核心理念，覆盖工程全领域，推动土木、建筑、机械、电气、化工、能源、交通、水利、环境、信息与控制等各工程子领域之间的知识交流、跨专业协同与技术进步。The purpose of the Association is to uphold the core philosophy of "steadfast persistence, cross-domain collaboration, and creativity-enabled empowerment," cover the full engineering field, and promote knowledge exchange, cross-disciplinary collaboration, and technological progress among subfields such as civil engineering, construction, machinery, electrical engineering, chemical engineering, energy, transportation, water conservancy, environment, information, and control.
第四条Article 4 本协会遵守香港特别行政区法律法规，坚持公开、公正、公平的原则开展各项活动。The Association complies with the laws and regulations of the Hong Kong Special Administrative Region and conducts all activities according to the principles of openness, justice, and fairness.
第五条Article 5 本协会的注册地址为香港九龙九龙湾宏光道1号亿京中心A座18楼。The registered address of the Association is 18/F, Tower A, Billion Centre, 1 Wang Kwong Road, Kowloon Bay, Kowloon, Hong Kong.
第六条Article 6 本协会的主要业务范围包括：The main business scope of the Association includes:
（一）组织工程全领域的学术交流、技术研讨和专题论坛活动；(1) organizing academic exchanges, technical seminars, and thematic forums across the full engineering field;
（二）通过下属平台开展工程类课题立项、管理与评审工作；(2) conducting approval, management, and review of engineering research projects through subordinate platforms;
（三）设立和评选工程技术类奖项，表彰做出突出贡献的个人和团队；(3) establishing and selecting engineering technology awards to recognize individuals and teams with outstanding contributions;
（四）通过下属专家委员会开展工程专家入驻评定与咨询服务；(4) conducting engineering expert admission evaluation and consulting services through the subordinate expert committee;
（五）建设和维护面向公众开放的工程案例库；(5) building and maintaining an engineering case library open to the public;
（六）发布行业技术建议书、规范草案和研究报告；(6) issuing industry technical recommendations, draft standards, and research reports;
（七）提供会员发展服务，搭建工程人才成长平台；(7) providing member development services and building a growth platform for engineering talent;
（八）开展跨国工程协作与国际交流。(8) carrying out cross-border engineering collaboration and international exchange.
第七条Article 7 凡认同本协会宗旨，在工程相关领域具有从业经历或研究背景的个人、机构和企业，均可申请加入本协会。Individuals, institutions, and enterprises that identify with the purpose of the Association and have professional experience or research backgrounds in engineering-related fields may apply to join the Association.
第八条Article 8 会员等级分为四级：普通会员、专业会员、资深会员、荣誉会员。详细条件见会员体系页面。Membership is divided into four levels: ordinary member, professional member, senior member, and honorary member. Detailed requirements are provided on the Membership System page.
第九条Article 9 入会程序：提交入会申请表及相关证明材料；执行局会籍与财务部进行材料完整性审查；专业会员及以上须经学术委员会资格评议；常务理事会审批后正式发出会员通知；缴纳当年度会费后取得会员资格。Membership procedure: submit the membership application form and relevant supporting materials; the Membership and Finance Department of the Executive Bureau reviews the completeness of materials; professional members and above must undergo qualification evaluation by the Academic Committee; after approval by the Standing Council, a formal membership notice is issued; membership qualification is obtained after payment of the current-year membership fee.
第十条至第十三条Articles 10 to 13 会员的权利、义务、退会及违规处分条款。Provisions on member rights, obligations, withdrawal, and disciplinary measures for violations.
第十四条Article 14 本协会的组织机构由理事大会、常务理事会、执行局、学术委员会、下属平台与下属专家委员会组成。The organizational structure of the Association consists of the Council Assembly, Standing Council, Executive Bureau, Academic Committee, subordinate platforms, and subordinate expert committee.
第十五条Article 15 理事大会是本协会的最高权力机构，由全体理事组成，每年召开一次。The Council Assembly is the highest authority of the Association, composed of all council members and convened once each year.
第十六条Article 16 常务理事会由11至15名常务理事组成，设会长1名、副会长2名，每届任期三年，连任不超过两届。The Standing Council is composed of 11 to 15 standing council members, with one president and two vice presidents. Each term lasts three years, and consecutive service may not exceed two terms.
第十七条Article 17 执行局是本协会的日常执行机构，设总干事1名，下设学术事务部、项目管理部、宣传出版部、会籍与财务部。The Executive Bureau is the daily executive body of the Association, with one Director-General and four departments: Academic Affairs, Project Management, Publicity and Publishing, and Membership and Finance.
第十八条Article 18 学术委员会为协会下设的独立辅助机构，由9至13名资深学者与工程师组成。不参与协会行政决策，主要职能为评审学术标准制定、课题结题终审把关、HETEA学术合规性审核。The Academic Committee is an independent auxiliary body under the Association, composed of 9 to 13 senior scholars and engineers. It does not participate in administrative decision-making. Its main functions are formulating academic review standards, conducting final checks for project completion review, and reviewing HETEA academic compliance.
第十九条Article 19 下属专家委员会（HETEC）与下属平台（ETRSC）依据本会授权独立开展具体业务工作，业务计划与年度报告报常务理事会备案。The subordinate expert committee (HETEC) and subordinate platform (ETRSC) independently carry out specific business work under the authorization of the Association, and submit business plans and annual reports to the Standing Council for record.
第二十条Article 20 本协会设立"恒创工程技术卓越奖"（HETEA），由协会直接颁发和管理，不委托任何外部机构。The Association establishes the "Hengchuang Engineering Technology Excellence Award" (HETEA), which is directly issued and managed by the Association and not entrusted to any external institution.
第二十一条Article 21 HETEA设五个类别：技术创新奖、工程实践奖、青年工程师奖、跨学科融合奖、产业贡献奖。各类别每年评选名额由常务理事会根据申报情况确定，贯彻宁缺毋滥原则。HETEA has five categories: Technical Innovation Award, Engineering Practice Award, Young Engineer Award, Cross-disciplinary Integration Award, and Industry Contribution Award. The annual number of awards in each category is determined by the Standing Council according to the submissions, while carrying out the principle of better vacant than unqualified.
第二十二条Article 22 奖项评审程序：(1) 申请人提交材料；(2) 执行局形式审查；(3) 专家技术初审；(4) 学术合规性审查；(5) 常务理事会审议确认；(6) 协会统一颁发。Award review procedure: (1) applicants submit materials; (2) the Executive Bureau conducts formal review; (3) experts conduct technical preliminary review; (4) academic compliance review is conducted; (5) the Standing Council deliberates and confirms; (6) the Association issues the award uniformly.
第二十三条Article 23 获奖者如被发现存在学术不端、数据造假、工程违规或其他违规行为，协会有权撤销其奖项、追回奖杯与证书，并予以公开通报。If an awardee is found to have engaged in academic misconduct, data falsification, engineering violations, or other violations, the Association has the right to revoke the award, recover the trophy and certificate, and issue a public notice.
第二十四条Article 24 课题研究由工程技术研究与标准化中心（ETRSC）负责管理。课题类别包括重点课题、一般课题和青年课题，每年开放两批申报。Research projects are managed by the Engineering Technology Research and Standardization Center (ETRSC). Project categories include key projects, general projects, and youth projects, with two application rounds opened each year.
第二十五条Article 25 课题申报人须为本协会专业会员及以上。跨子领域联合申报者可获得优先立项考虑。Project applicants must be professional members of the Association or above. Joint applications across subfields may receive priority consideration for approval.
第二十六条Article 26 课题立项评审由ETRSC组织不少于3名来自相关工程子领域的同行专家进行匿名评审。跨学科课题须由至少两个不同子领域的专家共同评审。Project approval review is organized by ETRSC with no fewer than three peer experts from relevant engineering subfields conducting anonymous review. Cross-disciplinary projects must be jointly reviewed by experts from at least two different subfields.
第二十七条Article 27 课题中期检查和结题评审由ETRSC组织现场评审，并由学术委员会主任或其指定代表进行终审把关。结题评审结论分为优秀、合格、需整改、不合格四个等级。Mid-term inspection and completion review are organized by ETRSC as on-site reviews, with the Academic Committee chair or a designated representative conducting the final check. Completion review conclusions are divided into four grades: excellent, qualified, rectification required, and unqualified.
第二十八条Article 28 本协会经费来源包括：会员会费、课题管理费、合规的工程咨询收入、社会捐赠和资助、合法的其他收入。The funding sources of the Association include membership fees, project management fees, compliant engineering consulting income, social donations and sponsorships, and other lawful income.
第二十九条Article 29 协会经费须用于本章程规定的业务范围，不得在会员中分配。监察与审计专责组负责日常监督。Association funds must be used for the business scope specified in this Charter and may not be distributed among members. The Supervision and Audit Task Group is responsible for daily oversight.
第三十条Article 30 本章程的修改须经理事大会全体理事三分之二以上表决通过。Amendments to this Charter must be approved by more than two-thirds of all council members at the Council Assembly.
第三十一条Article 31 协会变更名称、注册地或业务范围，须经常务理事会审议通过，并提交理事大会确认。Any change to the Association name, registered location, or business scope must be reviewed and approved by the Standing Council and submitted to the Council Assembly for confirmation.
第三十二条Article 32 协会终止须经理事大会全体理事四分之三以上表决通过。Termination of the Association must be approved by more than three-fourths of all council members at the Council Assembly.
第三十三条Article 33 本章程由恒创工程技术研究协会常务理事会负责解释。This Charter is interpreted by the Standing Council of Hengchuang Engineering Technology Research Association.
第三十四条Article 34 本章程经2018年4月创立大会通过，自通过之日起生效。This Charter was adopted by the founding assembly in April 2018 and took effect from the date of adoption.
第三十五条Article 35 本章程未尽事宜，由常务理事会另行制定实施细则。Matters not covered by this Charter shall be addressed through implementation rules separately formulated by the Standing Council.
