七年恒创 · 一段还在继续的路Seven Years of HETRA · A Journey Still Continuing
2018年4月的春天，41位工程人坐在香港九龙湾一间会议室里，讨论如何让工程行业各子领域之间的墙能低一点。从那一天到今天，HETRA走过的路都不是预先规划好的——每一个节点，都是一次次具体协作中长出来的。In the spring of April 2018, 41 engineering professionals sat in a meeting room in Kowloon Bay, Hong Kong, discussing how to lower the walls between engineering subfields. From that day to today, HETRA path was never fully planned in advance - every milestone grew out of concrete collaborations again and again.
恒创工程技术研究协会在香港特别行政区正式注册成立，首批创始会员41人，覆盖土木、机械、电气、化工、能源、交通六大工程子领域。在成立大会上，创始理事会确立了一条核心原则：HETRA不按任何单一工程子方向划定自己的边界。Hengchuang Engineering Technology Research Association was formally registered in the Hong Kong Special Administrative Region. The first 41 founding members covered six engineering subfields: civil engineering, machinery, electrical engineering, chemical engineering, energy, and transportation. At the founding assembly, the founding council established a core principle: HETRA would not define its boundary by any single engineering direction.
协会发布《跨专业工程协作白皮书（2018）》，首次系统阐述"三层协同模型"——知识协同、规范协同、项目协同。这份白皮书成为HETRA后续全部工作的方法论起点。The Association released the White Paper on Cross-disciplinary Engineering Collaboration (2018), which systematically explained the "three-layer collaboration model" for the first time: knowledge collaboration, standards collaboration, and project collaboration. This white paper became the methodological starting point for all subsequent HETRA work.
恒创工程技术卓越奖（HETEA）正式设立，首届面向工程全领域开放。当年共收到申报项目167项，评委会秉持"宁缺毋滥"原则，最终授奖仅29项。The Hengchuang Engineering Technology Excellence Award (HETEA) was formally established, with the first edition open to the full engineering field. A total of 167 submissions were received that year, and the review committee followed the principle of "better vacant than unqualified," ultimately granting only 29 awards.
工程技术研究与标准化中心（ETRSC）正式成立，作为协会下属的专业研究与标准化平台，承担课题立项、研究管理、成果评审三大职能。这是HETRA"知识沉淀"使命的具体载体。The Engineering Technology Research and Standardization Center (ETRSC) was formally established as a professional research and standardization platform under the Association, carrying three major functions: project approval, research management, and results review. This became the concrete vehicle for HETRA mission of knowledge preservation.
恒创工程技术专家委员会（HETEC）正式组建。与常见的"专家聘任挂在研究中心下"做法不同，HETEC采取独立运作架构——独立入驻评定、独立证书签发、直接对常务理事会汇报。这是HETRA组织设计上的重要创新。The Hengchuang Engineering Technology Expert Committee (HETEC) was formally formed. Unlike the common practice of placing expert appointment under a research center, HETEC adopted an independent operating structure - independent admission evaluation, independent certificate issuance, and direct reporting to the Standing Council. This was an important innovation in HETRA organizational design.
"工程案例库"开放计划正式启动，目标是系统收录可供公众检索的重大工程案例。首批入库案例38例，全部为创始会员单位的代表作。The open plan for the Engineering Case Library was formally launched, aiming to systematically archive major engineering cases searchable by the public. The first 38 cases were all representative works from founding member organizations.
会员规模突破600人，覆盖14个国家和地区。HETRA开始从一个以香港为中心的小型协会，成长为具有跨国影响力的工程组织。Membership exceeded 600, covering 14 countries and regions. HETRA began growing from a small Hong Kong-centered association into an engineering organization with cross-border influence.
协会联合多家大型工程设计院共同发布《复杂地形条件下基础设施工程风险评估建议》技术建议书。这是HETRA第一次向行业输出可直接参考的技术规范级文件。The Association jointly released the technical recommendation document Recommendations on Risk Assessment for Infrastructure Engineering under Complex Terrain Conditions with several large engineering design institutes. This was the first time HETRA issued a technical standards-level document that the industry could directly reference.
ETRSC完成首批18个重点课题的结题评审。在这批课题中有超过六成是跨专业联合申报的——这个比例远高于创始团队原本的预期。ETRSC completed the final review of the first 18 key projects. More than 60 percent of these projects were jointly submitted across disciplines - a proportion far higher than the founding team originally expected.
HETEA第四届颁奖典礼在香港举行，当年申报项目突破1000项，评审团不得不扩充至往届的1.5倍规模。The fourth HETEA award ceremony was held in Hong Kong, and submissions exceeded 1,000 that year, requiring the review panel to expand to 1.5 times the size of previous editions.
设立华南代表处，正式开启与粤港澳大湾区工程企业的深度协作网络。这也是HETRA第一次在香港以外设立常设机构。The South China Representative Office was established, formally opening a deep collaboration network with engineering enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area. This was also the first permanent HETRA institution established outside Hong Kong.
会员规模突破1400人，合作工程单位超过90家。HETRA从一个创始会员只有41人的小协会，成长为覆盖工程全领域的跨国组织。Membership exceeded 1,400, and cooperating engineering organizations exceeded 90. HETRA grew from a small association with only 41 founding members into a transnational organization covering the full engineering field.
恒创工程技术专家委员会完成首次换届，在聘专家规模从首届的98人扩充至220人，九大工程子领域全覆盖。The Hengchuang Engineering Technology Expert Committee completed its first term renewal, expanding appointed experts from 98 in the first term to 220 and achieving full coverage of the nine engineering subfields.
设立东盟代表处于马来西亚吉隆坡，支持东南亚重大基础设施工程的跨国协作。这是HETRA走向东南亚的重要一步。The ASEAN Representative Office was established in Kuala Lumpur, Malaysia, to support cross-border collaboration on major infrastructure projects in Southeast Asia. This was an important step for HETRA into Southeast Asia.
工程案例库收录案例突破500例，覆盖九大工程子领域。案例库检索功能上线以来，来自会员的检索量每月持续增长，说明知识的沉淀正在转化为实际的参考价值。The Engineering Case Library exceeded 500 archived cases, covering the nine engineering subfields. Since the library search function went online, monthly searches by members have continued to increase, showing that accumulated knowledge is being transformed into practical reference value.
HETEA第七届颁奖典礼举行，历届获奖者累计突破260人，覆盖19个国家和地区。The seventh HETEA award ceremony was held, and the cumulative number of past awardees exceeded 260, covering 19 countries and regions.
七年，对一个工程项目来说可能刚好能把一座复杂大桥从勘察推进到通车。对一个协会来说，也不过是迈出了最初的几步。HETRA仍然在想——下一个七年，我们要把协会做成什么样子？但有一件事是确定的：这条路，会一直有人在走。Seven years may be just enough time for a complex bridge project to move from survey to opening. For an association, it is only the first few steps. HETRA is still thinking about what kind of association it should become in the next seven years. But one thing is certain: there will always be people walking this road.
