HETEC专家入驻采取"申请—评议—公示—聘任"四步法，整个流程由HETEC独立主导，不经由协会执行局中转。HETEC expert admission follows the four-step method of "application - evaluation - public notice - appointment." The entire process is independently led by HETEC and does not pass through the Association Executive Bureau.

入驻条件Admission Conditions

一级 · 资深专家委员Level 1 · Senior Expert Committee Member

工程经验20年以上；具备教授级高工或同等资历；主持过重大工程项目；两名现任资深专家委员推荐。More than 20 years of engineering experience; professor-level senior engineer or equivalent qualification; has led major engineering projects; recommended by two current senior expert committee members.

二级 · 专家委员Level 2 · Expert Committee Member

工程经验15年以上；具备高级工程师及以上资历；主持或核心参与过重要工程；一名现任专家委员推荐。More than 15 years of engineering experience; senior engineer qualification or above; has led or been a core participant in important engineering projects; recommended by one current expert committee member.

三级 · 特邀专家Level 3 · Invited Expert

在工程细分领域具有突出专长；由常务理事会特邀，任期可灵活约定。Has outstanding expertise in a specialized engineering subfield; specially invited by the Standing Council, with a flexibly agreed term.

入驻流程Admission Process

  1. 提交申请Submit Application — 完整入驻申请表+个人履历+代表性工程项目证明- Complete admission application form, personal resume, and proof of representative engineering projects
  2. 同行评议Peer Evaluation — HETEC内部组成3人评议组，对照入驻条件独立评议- HETEC forms an internal three-person evaluation group to conduct independent evaluation against admission conditions
  3. 公示10日Ten-day Public Notice — 通过评议者在协会网站公示10日- Candidates who pass evaluation are publicized on the Association website for ten days
  4. 常务理事会备案Standing Council Record — HETEC向常务理事会提交聘任建议- HETEC submits appointment recommendations to the Standing Council
  5. 正式聘任Formal Appointment — 由协会向当事人签发专家聘任证书- The Association issues an expert appointment certificate to the person concerned

聘期与续聘Term and Renewal

全部专家聘期统一为The term of all experts is uniformly 三年three years。期满后HETEC组织续聘评估，评估内容包括任期内参与评审次数、参与课题次数、提交意见的独立性与专业性。连续两届评估优秀者可获"资深专家委员"终身推荐资格。. After the term expires, HETEC organizes renewal evaluation, including the number of reviews participated in during the term, the number of projects participated in, and the independence and professionalism of submitted opinions. Those evaluated as excellent for two consecutive terms may receive lifetime recommendation eligibility for senior expert committee member.

利益冲突回避Conflict-of-interest Recusal

所有HETEC专家在参与任何具体评审前须签署利益冲突回避声明，具体回避情形见HETEA评审规则中的回避原则。All HETEC experts must sign a conflict-of-interest recusal statement before participating in any specific review. Specific recusal circumstances are provided in the recusal principles of the HETEA Review Rules.
