组织架构Organization Structure

HETRA采用"理事大会—常务理事会—执行局"三层治理架构，辅以学术委员会、下属平台ETRSC与下属专家委员会HETEC共同运作。整套架构有一条清晰的逻辑：重大决策由集体完成，日常执行交给专业团队，学术把关独立于行政，专业委员会独立运作。HETRA adopts a three-layer governance structure of "Council Assembly - Standing Council - Executive Bureau," supported by the Academic Committee, the subordinate platform ETRSC, and the subordinate expert committee HETEC. The entire structure follows a clear logic: major decisions are made collectively, daily execution is handled by professional teams, academic review is independent from administration, and professional committees operate independently.

理事大会（最高权力机构）Council Assembly (Highest Authority)

由全体理事组成，每年召开一次。理事大会是协会的最高权力机关，负责审议章程、选举常务理事、决定协会重大事项。理事大会的特点是"大而慢"——不负责日常决策，只负责把大方向锁定。Composed of all council members and convened once each year, the Council Assembly is the highest authority of the Association. It reviews the Charter, elects standing council members, and decides major matters of the Association. Its characteristic is "large and slow" - it does not handle daily decisions, but locks in the major direction.

常务理事会（日常决策机构）Standing Council (Daily Decision-making Body)

由11至15名常务理事组成，设会长1名、副会长2名。常务理事会在理事大会闭会期间行使日常决策权，是协会实际意义上的决策中枢。下设战略规划专责组与监察与审计专责组，分别承担长期战略研究与财务合规监督。Composed of 11 to 15 standing council members, with one president and two vice presidents, the Standing Council exercises daily decision-making authority while the Council Assembly is not in session and is the practical decision-making center of the Association. It has a Strategic Planning Task Group and a Supervision and Audit Task Group, responsible respectively for long-term strategic research and financial compliance supervision.

执行局（日常执行机构）Executive Bureau (Daily Executive Body)

设总干事1名，由常务理事会聘任。执行局下设四个部门：It has one Director-General appointed by the Standing Council. The Executive Bureau contains four departments:

• 学术事务部Academic Affairs Department：负责学术活动、论坛、出版等学术层面事务: responsible for academic activities, forums, publications, and other academic affairs
• 项目管理部Project Management Department：负责课题申报对接、HETEA奖项流程、重大项目协调: responsible for project application coordination, HETEA award processes, and major project coordination
• 宣传出版部Publicity and Publishing Department：负责协会品牌传播、网站运营、工程案例库维护: responsible for Association brand communication, website operation, and Engineering Case Library maintenance
• 会籍与财务部Membership and Finance Department：负责会员管理、会费收缴、财务日常运营: responsible for member management, membership fee collection, and daily financial operations

学术委员会（独立辅助机构）Academic Committee (Independent Auxiliary Body)

由9至13名资深学者与工程师组成，设主任1名。学术委员会是HETRA在组织设计上一个刻意的安排——让学术把关独立于行政决策。学术委员会不参与协会行政事务，只负责：制定和修订评审学术标准；对课题结题评审进行终审把关；对HETEA奖项评审结果进行学术合规性审核。Composed of 9 to 13 senior scholars and engineers, with one chair, the Academic Committee is an intentional arrangement in HETRA organizational design - keeping academic review independent from administrative decision-making. The Academic Committee does not participate in administrative affairs and is only responsible for formulating and revising academic review standards, conducting final checks for project completion review, and reviewing the academic compliance of HETEA award results.

下属专家委员会 HETECSubordinate Expert Committee HETEC

恒创工程技术专家委员会独立运作，承载协会职务体系，直接向常务理事会汇报。The Hengchuang Engineering Technology Expert Committee operates independently, carries the Association position system, and reports directly to the Standing Council.

下属平台 ETRSCSubordinate Platform ETRSC

工程技术研究与标准化中心独立运作，承载课题研究与成果评审职能。The Engineering Technology Research and Standardization Center operates independently and carries the functions of research projects and results review.
