评审流程Review Process

1. 申报受理Application Acceptance：每年6月1日至8月31日开放申报通道，逾期不受理: The application channel is open from June 1 to August 31 each year, and late submissions are not accepted
2. 形式审查Formal Review：执行局项目管理部在7个工作日内完成材料完整性审查: The Project Management Department of the Executive Bureau completes a completeness review of materials within seven working days
3. 技术初审Technical Preliminary Review：HETEC专家委员会按子领域分组，每份申报由不少于3名同子领域专家独立评审: The HETEC Expert Committee groups reviews by subfield, and each application is independently reviewed by no fewer than three experts from the same subfield
4. 学术合规性终审Academic Compliance Final Review：学术委员会对初审通过项目进行学术合规性审核，重点核查学术不端、数据真实性、成果原创性: The Academic Committee conducts academic compliance review for projects that pass preliminary review, focusing on academic misconduct, data authenticity, and originality of results
5. 常务理事会审议Standing Council Deliberation：常务理事会审议确认获奖名单并签发获奖决议: The Standing Council deliberates, confirms the awardee list, and signs the award resolution
6. 公示与颁奖Public Notice and Award Presentation：获奖名单经10个工作日公示无异议后，在当年度11月颁奖典礼上正式颁发: After the awardee list is publicized for ten working days without objection, the awards are formally presented at the November award ceremony of that year

回避原则Recusal Principles

评审专家须签署利益冲突回避声明。凡存在以下情形之一者，须回避相关申报的评审：Review experts must sign a conflict-of-interest recusal statement. Anyone in any of the following circumstances must recuse themselves from reviewing the relevant application:

• 与申报人有直系亲属关系Having a direct family relationship with the applicant
• 近3年内有直接合作或师生关系Having direct cooperation or a teacher-student relationship within the past three years
• 持有申报单位股份或担任其顾问职务Holding shares in the applicant organization or serving as its consultant
• 对申报项目有预先了解可能影响客观判断Having prior knowledge of the submitted project that may affect objective judgment

异议处理Objection Handling

公示期内任何个人或机构均可通过 contact@thehetra.com 提出实名异议。协会在收到异议后10个工作日内组织核查，核查结果由常务理事会最终裁定。During the public notice period, any individual or institution may submit a real-name objection through contact@thehetra.com. The Association will organize verification within ten working days after receiving the objection, and the verification result will be finally decided by the Standing Council.

撤销机制Revocation Mechanism

获奖者如被发现存在学术不端、数据造假、工程违规或其他违规行为，协会有权撤销其奖项、追回奖杯与证书，并予以公开通报。If an awardee is found to have engaged in academic misconduct, data falsification, engineering violations, or other violations, the Association has the right to revoke the award, recover the trophy and certificate, and issue a public notice.
