HETEA 恒创工程技术卓越奖的评审不以固定名额为目标,而以成果质量、工程证据和行业价值作为最终依据。评审工作围绕真实工程问题、可靠验证、应用效果、合规性和可推广价值展开,力求让每一项推荐结论都有清晰的证据链和可追溯的评审记录。The HETEA Hengchuang Engineering Technology Excellence Award is not driven by fixed quotas. Its final basis is the quality of achievements, engineering evidence, and industry value. The review focuses on real engineering problems, reliable verification, application effects, compliance, and transferable value, so that every recommendation is supported by a clear evidence chain and traceable review records.

PRINCIPLES

评审原则Review Principles

HETEA坚持以下基本原则,任何类别均适用。HETEA follows the following principles across all award categories.

证据导向Evidence-oriented

申报成果应具备可核验的项目记录、测试报告、验收证明、专利论文、第三方评价或应用证明。Submitted achievements should be supported by verifiable project records, test reports, acceptance documents, patents, papers, third-party evaluations, or proof of application.

同行评审Peer Review

申报材料由相关工程子领域专家独立评审,跨学科成果应匹配不同子领域专家共同判断。Application materials are independently reviewed by experts in relevant engineering subfields. Interdisciplinary achievements should be assessed by experts from different subfields.

独立公正Independence

评审专家须遵守利益冲突回避制度,评审判断不应受个人关系、商业关系或其他利益因素影响。Review experts must comply with the conflict-of-interest recusal system, and their judgments should not be affected by personal, commercial, or other interest-related factors.

宁缺毋滥Quality First

未达到推荐标准的奖项类别可以空缺。奖项质量优先于数量安排。An award category may remain vacant if no candidate meets the recommendation standard. Award quality takes priority over quantity.

SCORING

评审标准与评分维度Review Criteria and Scoring Dimensions

以下为HETEA年度评审的基准维度。不同奖项类别可在年度评审细则中进行适度权重调整,但不得削弱证据、合规和工程价值要求。The following are the baseline dimensions for HETEA annual review. Weighting may be moderately adjusted for different award categories in annual review rules, but evidence, compliance, and engineering value requirements must not be weakened.

证据完整性与验证可靠性Completeness of Evidence and Reliability of Verification20%是否提供完整、可核验、可追溯的工程记录、检测数据、验收材料、第三方报告或公开成果。Whether complete, verifiable, and traceable engineering records, test data, acceptance materials, third-party reports, or public outputs are provided.
实际应用效果Practical Application Effect15%是否在工程质量、安全、效率、成本、可靠性、运维或环境影响方面产生可说明的实际效果。Whether the achievement produces demonstrable effects in engineering quality, safety, efficiency, cost, reliability, operation and maintenance, or environmental impact.
行业贡献与可推广性Industry Contribution and Transferability15%是否对工程行业方法、标准、产业升级、跨领域协作或人才培养形成积极影响。Whether the achievement positively affects engineering methods, standards, industrial upgrading, cross-field collaboration, or talent development.
合规、安全与可持续价值Compliance, Safety, and Sustainable Value10%是否符合知识产权、学术规范、工程安全、数据真实性和相关监管要求,并具备长期工程价值。Whether the achievement complies with intellectual property, academic standards, engineering safety, data authenticity, and relevant regulatory requirements, and whether it has long-term engineering value.

评分结果是形成推荐意见的重要依据,但不等同于自动获奖。若某项成果存在重大证据缺口、合规风险或工程安全争议,即使个别维度评分较高,也不得进入最终推荐名单。Scoring results are an important basis for forming recommendations, but they do not automatically determine an award. If an achievement has major evidence gaps, compliance risks, or engineering safety disputes, it must not enter the final recommendation list even if it scores highly in certain dimensions.

RESPONSIBILITIES

评审组织与职责Review Bodies and Responsibilities

评审职责与HETRA现有组织架构保持一致。Review responsibilities are aligned with HETRA's existing organizational structure.

执行局项目管理部Project Management Department

负责申报受理、材料完整性审查、流程通知、材料流转、评审记录整理与档案留存。Responsible for application acceptance, completeness review, process notices, material circulation, review record organization, and archive retention.

EC

HETEC专家委员会HETEC Expert Committee

按工程子领域组织技术初审,每份进入技术初审的材料原则上由不少于3名相关专家独立评审。Organizes technical preliminary review by engineering subfield. In principle, each application entering technical review is independently assessed by no fewer than three relevant experts.

AC

学术委员会Academic Committee

负责成果原创性、数据真实性、学术规范、引用合规及相关风险的独立审核。Responsible for independent review of originality, data authenticity, academic standards, citation compliance, and related risks.

SC

常务理事会Standing Council

依据评审记录、推荐意见和合规审核结论,对最终获奖名单进行审议确认。Deliberates and confirms the final awardee list based on review records, recommendations, and compliance review conclusions.

PROCESS

评审流程Review Process

HETEA年度评审通常按以下六个步骤推进。HETEA annual review normally proceeds through the following six steps.

  1. 申报受理Application Acceptance:每年6月1日至8月31日开放申报通道。申请人、团队或机构按要求提交申报表、证明材料和授权声明,逾期材料原则上不进入当年度评审。: The application channel is open from June 1 to August 31 each year. Applicants, teams, or institutions submit application forms, supporting materials, and authorization statements as required. Late materials generally do not enter the current year's review.
  2. 形式审查Formal Review:执行局项目管理部在7个工作日内完成材料完整性、格式规范、申报资格和基础证明文件审查。需补充材料的,由项目管理部一次性告知。: The Project Management Department of the Executive Bureau completes a review of completeness, format, eligibility, and basic supporting documents within seven working days. If supplementary materials are required, the department provides a consolidated notice.
  3. 技术初审Technical Preliminary Review:HETEC专家委员会按工程子领域分组开展评审。评审专家名单对申报人保密,专家独立形成评分与书面意见;跨学科成果可引入两个及以上子领域专家共同评审。: The HETEC Expert Committee conducts review by engineering subfield. The list of review experts is kept confidential from applicants. Experts independently form scores and written comments; interdisciplinary achievements may be reviewed by experts from two or more subfields.
  4. 学术合规审核Academic Compliance Review:学术委员会对技术初审通过项目进行成果原创性、数据真实性、学术规范、引用合规及潜在风险审核,必要时要求补充说明或第三方证明。: The Academic Committee reviews projects that pass technical preliminary review for originality, data authenticity, academic standards, citation compliance, and potential risks. Supplementary explanations or third-party proof may be requested when necessary.
  5. 常务理事会审议Standing Council Deliberation:常务理事会依据技术评审意见、学术合规审核结论和申报材料完整记录,对推荐名单进行审议确认。未达到推荐标准的类别可以空缺。: The Standing Council reviews and confirms the recommendation list based on technical review opinions, academic compliance conclusions, and complete application records. Categories that do not meet the recommendation standard may remain vacant.
  6. 公示与颁奖Public Notice and Award Presentation:拟获奖名单公示10个工作日。公示期满无有效异议后,协会在当年度颁奖安排中正式颁发证书与奖项。: The proposed awardee list is publicized for ten working days. If no valid objection is raised during the notice period, the Association formally issues certificates and awards under the annual award arrangement.

评审公正保障Review Safeguards

A

利益回避Conflict Recusal

专家与申报人存在亲属、近3年合作、师生、雇佣、顾问、投资或其他可能影响客观判断关系的,应主动回避。Experts must recuse themselves when family, collaboration within the past three years, teacher-student, employment, consulting, investment, or other relationships may affect objective judgment.

独立评分Independent Scoring

技术初审阶段实行独立评分和书面意见提交,评审意见在汇总前不得相互影响。During technical preliminary review, experts submit independent scores and written comments, and review opinions should not influence one another before consolidation.

C

材料留痕Record Retention

申报材料、形式审查记录、评分表、专家意见、会议纪要和审议结论按档案制度留存。Application materials, formal review records, score sheets, expert comments, meeting minutes, and deliberation conclusions are retained under the archive system.

D

有限去标识化Limited De-identification

在不影响工程事实核验的前提下,技术初审材料可对部分身份信息作必要处理,减少非技术因素干扰。Where it does not affect verification of engineering facts, certain identity information in technical review materials may be handled as necessary to reduce non-technical interference.

异议处理Objection Handling

公示期内,任何个人或机构可通过 contact@thehetra.com 提出实名异议,并提交可核验的事实依据。协会在收到异议后10个工作日内组织核查。涉及工程技术判断的,由HETEC安排未参与原评审的专家复核;涉及学术规范或数据真实性的,由学术委员会复核;核查结果由常务理事会最终裁定。During the public notice period, any individual or institution may submit a real-name objection through contact@thehetra.com with verifiable factual basis. The Association will organize verification within ten working days after receiving the objection. Matters involving engineering judgment are reviewed by HETEC experts who did not participate in the original review; matters involving academic standards or data authenticity are reviewed by the Academic Committee. The final decision is made by the Standing Council.

撤销机制Revocation Mechanism

获奖者如被发现存在学术不端、数据造假、工程安全违规、知识产权侵权、虚假申报或其他严重违规行为,协会有权撤销其奖项、追回证书与奖杯,并在必要范围内发布撤销公告。撤销决定应由常务理事会审议通过,并保留相关核查记录。If an awardee is found to have engaged in academic misconduct, data falsification, engineering safety violations, intellectual property infringement, false application, or other serious violations, the Association has the right to revoke the award, recover certificates and trophies, and publish a revocation notice within the necessary scope. The revocation decision should be reviewed and approved by the Standing Council, with relevant verification records retained.
