ETRSC的评审体系采取"三级独立评审"设计：立项—中期—结题，每一级独立把关。The ETRSC review system adopts a "three-level independent review" design: approval, mid-term, and completion, with each level independently controlled.
由ETRSC从HETEC专家库中随机抽取不少于3位同子领域专家进行独立评审。跨学科课题须由至少两个不同子领域的专家共同评审。评审意见匿名提交，ETRSC项目管理组汇总。ETRSC randomly draws no fewer than three experts from the same subfield from the HETEC expert pool to conduct independent review. Cross-disciplinary projects must be jointly reviewed by experts from at least two different subfields. Review opinions are submitted anonymously and summarized by the ETRSC Project Management Group.
立项满一年后进行中期检查，由ETRSC组织专家现场评审（或视频评审），审查课题进展、经费使用与阶段性成果。中期检查结论分为A mid-term inspection is conducted one year after approval. ETRSC organizes expert on-site review or video review to examine project progress, fund use, and stage results.
