成立背景Establishment Background

2019年11月，也就是首届HETEA颁奖典礼刚刚落幕之后，协会常务理事会开了一次复盘会议。会议上形成了一个共识：光有奖项是不够的。奖项表彰的是已经做成的事，而协会真正应该支持的，是那些正在发生、正在形成、还没有被做成的事——那些需要钱、需要时间、需要专家把关的课题研究。In November 2019, just after the first HETEA award ceremony concluded, the Association Standing Council held a review meeting. A consensus emerged at the meeting: awards alone were not enough. Awards recognize things that have already been accomplished, while what the Association should truly support are things that are happening, taking shape, and not yet completed - research projects that need funding, time, and expert oversight.

于是ETRSC应运而生，作为HETRA下属专业研究与标准化机构，独立运作。Thus ETRSC came into being as a professional research and standardization body under HETRA, operating independently.

三大核心职能Three Core Functions

  1. 课题研究管理Research Project Management：面向全体专业会员及以上开放工程类课题申报，涵盖工程全领域的设计、建造、管理、材料、安全等方向: opens engineering project applications to all professional members and above, covering design, construction, management, materials, safety, and other directions across the full engineering field
  2. 成果评审与把关Results Review and Control：建立"立项—中期—结题"分级评审机制，对每一个阶段独立把关: establishes a graded review mechanism of "approval - mid-term - completion" and independently controls each stage
  3. 技术标准化输出Technical Standardization Output：将具有普适价值的课题成果转化为行业技术建议书或规范草案: transforms project results with general applicability into industry technical recommendations or draft standards

不做什么What ETRSC Does Not Do

ETRSC刻意不做的事情，同样值得说明。ETRSC不承担专家聘任（由HETEC独立承担），不承担奖项颁发（由协会直接颁发），不承担会员管理（由执行局会籍与财务部承担）。这种"专注于一件事"的设计，是为了保证每一件事都能做到位。The things ETRSC deliberately does not do are equally worth explaining. ETRSC does not undertake expert appointment, which is independently handled by HETEC; it does not issue awards, which are directly issued by the Association; and it does not manage membership, which is handled by the Membership and Finance Department of the Executive Bureau. This design of focusing on one thing is intended to ensure that every matter can be done properly.

ETRSC已累计管理课题260余项，完成结题评审180余项，输出行业技术建议书22份。ETRSC has cumulatively managed more than 260 projects, completed more than 180 completion reviews, and issued 22 industry technical recommendation documents.
