ETRSC本身不独立聘任专家，其课题立项、中期、结题评审所需专家均从HETEC专家委员会独立专家库中抽取。这一安排确保了研究中心的评审工作能够获得独立、专业、跨子领域的专家支撑。ETRSC itself does not independently appoint experts. The experts needed for project approval, mid-term review, and completion review are all drawn from the independent expert pool of the HETEC Expert Committee. This arrangement ensures that the Research Center review work receives independent, professional, cross-subfield expert support.
ETRSC项目管理组根据课题所属子领域，从HETEC专家库中随机抽取不少于3名同子领域专家组成评审组。跨学科课题须由至少两个不同子领域的专家共同评审。评审专家名单对申报人保密，所有评审意见匿名提交。The ETRSC Project Management Group randomly draws no fewer than three experts from the same subfield from the HETEC expert pool according to the project subfield to form a review group. Cross-disciplinary projects must be jointly reviewed by experts from at least two different subfields. The list of review experts is kept confidential from applicants, and all review opinions are submitted anonymously.
HETEC现有在聘专家220人，覆盖工程九大子领域：土木与建筑、机械与制造、电气与自动化、化工与材料、能源与动力、交通与物流、水利与市政、环境与生态、信息与控制。其中资深专家委员主要承担重点课题评审与结题终审；专家委员主要承担一般课题评审；特邀专家按需参与特定细分领域的课题评审。HETEC currently has 220 appointed experts covering the nine engineering subfields: civil engineering and construction, machinery and manufacturing, electrical engineering and automation, chemical engineering and materials, energy and power, transportation and logistics, water conservancy and municipal engineering, environment and ecology, and information and control. Senior expert committee members mainly undertake key project review and final completion review; expert committee members mainly undertake general project review; invited experts participate in project review for specific subfields as needed.
截至2025年，ETRSC依托HETEC专家库已累计完成260余项课题的立项评审、180余项课题的结题评审，以及22份行业技术建议书的起草评审。As of 2025, relying on the HETEC expert pool, ETRSC has completed approval reviews for more than 260 projects, completion reviews for more than 180 projects, and drafting reviews for 22 industry technical recommendation documents.
