为什么要独立Why Independence Matters

在许多协会组织的设计中，专家聘任通常被附属在研究中心下。HETRA在2020年组建专家体系时，刻意选择了另一条路——把专家委员会独立出来，作为一个自治的建制。In the design of many associations, expert appointments are usually attached to a research center. When HETRA established its expert system in 2020, it deliberately chose another path: separating the expert committee as an autonomous structure.

原因只有一个：专家的核心职能是"做判断"，而判断需要独立性。如果专家聘任挂在一个同时管理课题立项的机构之下，就意味着同一拨人既当运动员又当裁判员。我们希望HETEC里的专家能够真正站在客观立场上发声，不受任何执行机构的直接领导。There is only one reason: the core function of experts is to make judgments, and judgment requires independence. If expert appointment is placed under an institution that also manages project approval, the same group of people becomes both player and referee. We want HETEC experts to truly speak from an objective position and not be directly led by any executive body.

HETEC是什么What HETEC Is

恒创工程技术专家委员会（HETEC）成立于2020年5月，是HETRA下属独立运作的专家组织，直接向协会常务理事会汇报。HETEC拥有：The Hengchuang Engineering Technology Expert Committee (HETEC), established in May 2020, is an independently operated expert organization under HETRA and reports directly to the Association Standing Council. HETEC has:

• 独立的专家入驻评定机制（自主审批专家入驻申请）An independent expert admission evaluation mechanism (autonomously approving expert admission applications)
• 独立的证书签发体系（专家证书由HETEC自行制发，协会用印）An independent certificate issuance system (expert certificates are prepared and issued by HETEC, with the Association seal)
• 独立的委员会管理规程（含回避原则、保密条款、行为守则）Independent committee management rules (including recusal principles, confidentiality clauses, and codes of conduct)
• 独立的年度工作报告提交常务理事会备案An independent annual work report submitted to the Standing Council for record

HETEC做什么What HETEC Does

• 建立分级工程专家库，为重大工程项目提供独立咨询与评审意见Establishes a graded engineering expert pool to provide independent consultation and review opinions for major engineering projects
• 承担HETEA奖项的技术初审Undertakes technical preliminary review for HETEA awards
• 为ETRSC的课题立项与结题评审提供专家支撑Provides expert support for ETRSC project approval and completion review
• 参与工程行业技术建议书与规范草案的起草与审校Participates in drafting and reviewing engineering industry technical recommendations and draft standards
• 依托工程案例库开展案例研讨与经验传承工作Carries out case discussions and experience inheritance based on the Engineering Case Library

规模与覆盖Scale and Coverage

截至2025年换届后，HETEC在聘专家总数为After the 2025 term renewal, HETEC has 220人220 appointed experts，覆盖工程九大子领域：土木与建筑、机械与制造、电气与自动化、化工与材料、能源与动力、交通与物流、水利与市政、环境与生态、信息与控制。, covering the nine engineering subfields: civil engineering and construction, machinery and manufacturing, electrical engineering and automation, chemical engineering and materials, energy and power, transportation and logistics, water conservancy and municipal engineering, environment and ecology, and information and control.
