2026年1月16日,工程技术研究与标准化中心(ETRSC)举行2026年春季批次课题申报说明会。说明会围绕重点课题、一般课题和青年课题的申报边界,系统介绍了选题准备、材料提交、立项评审、过程管理和结题审查等环节。
明确课题选题与材料边界
说明会强调,申报课题应来源于真实工程问题,并能够说明研究对象、工程应用场景、拟解决问题和验证方式。申报材料不仅需要提出研究设想,还应说明项目记录、测试资料、应用条件和预期成果之间的对应关系,避免把一般性技术介绍当作课题研究方案。
针对不同课题类别,说明内容分别梳理了研究规模、参与基础和成果形式的差异。青年课题重视问题意识与规范训练,重点课题则需要体现较完整的工程证据、跨专业协作条件和成果转化可能性。
介绍评审和过程管理要求
在评审部分,说明会介绍了形式审查、专业评议和综合审议的主要关注点,包括研究目标是否清晰、技术路径是否可执行、数据来源是否可靠、知识产权边界是否明确以及预期成果是否能够核验。课题获准立项后,还应按照节点保留过程记录,并在重要调整发生时及时说明。
说明会同时对材料格式、附件命名、证据引用和常见退回原因进行了说明。ETRSC秘书处将根据交流中集中出现的问题整理申报提示,在春季批次申报期间持续更新材料提交说明。
On January 16, 2026, the Engineering Technology Research and Standardization Center (ETRSC) held its Spring 2026 project application briefing. The session presented the application boundaries for key, general, and youth projects and explained topic preparation, material submission, approval review, process management, and completion review.
Clarifying Topic and Material Boundaries
The briefing emphasized that an application should originate from a real engineering problem and clearly identify the research object, application scenario, problem to be addressed, and method of verification. Materials should do more than present a research idea. They should explain how project records, test materials, application conditions, and expected outputs correspond to one another, rather than treating a general technical introduction as a research proposal.
The session also distinguished the expected research scale, participation basis, and output form for each project category. Youth projects place greater emphasis on problem awareness and disciplined research practice, while key projects require a more complete body of engineering evidence, conditions for cross-disciplinary collaboration, and a credible pathway for translating results.
Review and Process-management Requirements
The review section covered the main considerations in formal examination, professional evaluation, and overall deliberation. These include whether the research objective is clear, the technical route is executable, the data source is reliable, intellectual-property boundaries are defined, and the expected outputs can be verified. Once approved, a project should retain process records at each milestone and explain any material adjustment in a timely manner.
The briefing also addressed document formats, attachment naming, evidence citation, and common reasons for returned applications. The ETRSC Secretariat will consolidate frequently raised questions and continue to update submission guidance during the Spring application period.
