2026年4月24日,ETRSC举行研究白皮书写作交流会,围绕工程技术研究如何转化为结构清晰、证据可追溯且便于公开阅读的白皮书文本展开讨论。活动内容涵盖主题选择、读者定位、章节结构、证据引用和修改审校等环节。

先明确白皮书解决的问题

交流会提出,白皮书不应只是若干研究材料的汇编。写作开始前,需要先明确文本面对的工程问题、预期读者和公开目的,并说明哪些结论来自项目记录、测试数据、文献资料或工程实践观察。只有先确定问题边界,章节和材料才有清晰的组织依据。

在结构安排方面,活动建议把问题背景、研究方法、证据来源、主要观察、适用边界和后续建议分别呈现,避免把事实、判断和倡议混写。涉及数据和案例时,应保留必要的来源说明,同时注意知识产权、商业信息和个人信息的公开边界。

区分内部研究材料与公开文本

内部课题材料可以保留大量过程信息,而公开白皮书需要在完整性与可读性之间取得平衡。删减过程细节并不等于省略关键依据;专业术语的解释也不能改变原有技术含义。对于尚未获得充分验证的判断,应明确标注其条件和限制。

活动还介绍了初稿审阅、事实核对、术语统一和中英文版本校对的基本要求。参与团队可根据统一结构准备后续文本,使白皮书能够作为公开研究资料长期保存和引用。

On April 24, 2026, ETRSC held a Research White Paper Writing Exchange to discuss how engineering research can be developed into public white papers that are clearly structured, evidence-traceable, and readable. The session covered topic selection, audience positioning, chapter structure, evidence citation, and editorial review.

Defining the Problem Before Writing

The exchange noted that a white paper should not be a simple compilation of research materials. Before drafting begins, the engineering problem, intended readers, and purpose of publication should be defined. The text should also distinguish conclusions derived from project records, test data, literature, and observations from engineering practice. A clear problem boundary provides the basis for organizing both chapters and evidence.

For structure, the session recommended presenting the problem background, research method, evidence sources, principal observations, scope of application, and follow-up recommendations as distinct elements. Facts, judgments, and proposals should not be mixed together. Where data or cases are used, sufficient source information should be retained while respecting intellectual property, commercial confidentiality, and personal-information boundaries.

Distinguishing Internal Materials from Public Texts

Internal project records may contain extensive process information, while a public white paper must balance completeness with readability. Reducing procedural detail does not justify omitting essential evidence, and explaining professional terminology must not alter its technical meaning. Any judgment that has not been fully verified should state its conditions and limitations.

The activity also introduced basic requirements for draft review, fact checking, terminology consistency, and Chinese-English version review. Participating teams can use the shared structure to prepare future texts so that white papers remain suitable for long-term public preservation and citation.
