2026年4月10日，工程技术研究与标准化中心（ETRSC）举行工程成果转化圆桌交流会。活动围绕工程课题完成后如何整理验证资料、识别适用场景并形成公开成果展开讨论，重点梳理课题结题、案例入库、白皮书、成果转化报告和标准建议之间的关系。
不同成果形式承担不同任务
圆桌交流提出，课题报告主要记录研究问题、技术路径和验证过程；工程案例需要说明具体场景、实施条件和结果；白皮书用于归纳具有一定普适性的观察、方法和建议；成果转化报告则进一步评估成果进入应用环节时的证据条件、风险边界和复查要求。几种成果形式可以相互衔接，但不应互相替代。
与会讨论特别强调，并非所有研究成果都适合直接形成标准建议。只有当技术内容具有较稳定的适用边界、能够获得充分验证，并对一定范围内的工程实践具有可重复参考价值时，才适合继续进入标准化讨论。
把应用反馈纳入成果档案
成果转化不能以材料公开或项目结题作为终点。对于进入试用或实际运行阶段的成果，还应持续记录适用环境、运行表现、异常情况和修正过程，使后续使用者能够理解成果在什么条件下有效，以及哪些问题仍需进一步验证。
本次交流形成的共性意见将作为后续成果材料准备和栏目维护的参考。ETRSC将继续完善白皮书与成果转化报告的公开方式，使研究过程、工程证据和应用价值之间形成更清晰的对应关系。
On April 10, 2026, the Engineering Technology Research and Standardization Center (ETRSC) held an Engineering Outcomes Translation Roundtable. The discussion examined how verification materials should be organized after project completion, how application scenarios should be identified, and how public outputs should be prepared. Particular attention was given to the relationship among project completion, Case Library entry, white papers, outcomes translation reports, and standard recommendations.
Different Outputs Serve Different Purposes
The roundtable noted that a project report records the research problem, technical route, and verification process; an engineering case explains the specific scenario, implementation conditions, and results; a white paper consolidates observations, methods, and recommendations with a degree of general applicability; and an outcomes translation report assesses the evidence conditions, risk boundaries, and review requirements involved in application. These formats may be connected, but they should not replace one another.
The discussion also emphasized that not every research result is suitable for direct conversion into a standard recommendation. Further standardization discussion is appropriate only when the technical content has a reasonably stable scope of application, has been adequately verified, and offers repeatable reference value for a defined range of engineering practice.
Including Application Feedback in the Record
Outcome translation should not end when a document is published or a project is closed. When a result enters trial use or actual operation, the applicable environment, operational performance, abnormal conditions, and corrective process should continue to be recorded. This enables later users to understand the conditions under which the result is effective and the questions that still require verification.
Common observations from the roundtable will serve as references for future material preparation and section maintenance. ETRSC will continue to refine the public presentation of white papers and outcomes translation reports so that research processes, engineering evidence, and application value are more clearly connected.
