经恒创工程技术专家委员会（HETEC）为期两个月的换届评估工作，HETEC于9月15日正式完成2025年度换届。本次换届评估由HETEC内部组成独立评议组，对上一届全部在聘专家进行任期内工作表现评估，评估内容包括参与评审次数、提交意见质量、独立性表现等多项指标。
评估结果显示，上一届220位在聘专家中，有196位通过连任评估，18位因连续两届续聘而转为资深专家委员终身推荐资格，6位因个人原因不再续聘。换届后HETEC补充聘任新专家30位，其中包括12位资深专家委员、16位专家委员、2位特邀专家。换届完成后，HETEC在聘专家规模仍稳定在220人。
新增专家主要来自环境与生态、信息与控制两个子领域。HETEC秘书处表示，这两个领域在上一届评估中被发现专家结构偏薄，新增力量是为了更好地支撑跨学科课题评审需求。
HETRA常务理事会在换届决议中强调，HETEC作为独立运作的专家委员会，其专家结构必须与协会整体的业务重心保持动态匹配。随着工程行业对环境合规性和智能监测的要求日益提高，协会将在后续换届中持续优化专家结构。
新一届HETEC将从2025年10月1日起正式履职，聘期三年。
After a two-month term-renewal evaluation conducted by the Hengchuang Engineering Technology Expert Committee (HETEC), HETEC officially completed its 2025 renewal on September 15. For this renewal evaluation, HETEC formed an internal independent review group to assess the in-term performance of all appointed experts from the previous term. The evaluation covered multiple indicators, including the number of reviews participated in, the quality of submitted opinions, and performance in independence.
The evaluation results show that among the 220 appointed experts from the previous term, 196 passed the reappointment evaluation, 18 were converted to lifetime recommendation qualification for senior expert committee membership after being reappointed for two consecutive terms, and 6 were not renewed for personal reasons. After the renewal, HETEC additionally appointed 30 new experts, including 12 senior expert committee members, 16 expert committee members, and 2 invited experts. After completion of the renewal, the number of HETEC appointed experts remained stable at 220.
The newly added experts mainly come from the two subfields of environment and ecology, and information and control. The HETEC Secretariat stated that in the previous term evaluation, the expert structure in these two fields was found to be relatively thin, and the new appointments are intended to better support the review needs of interdisciplinary projects.
In the renewal resolution, the HETRA Standing Council emphasized that, as an independently operated expert committee, the expert structure of HETEC must remain dynamically aligned with the overall business priorities of the Association. As the engineering industry faces increasingly high requirements for environmental compliance and intelligent monitoring, the Association will continue optimizing the expert structure in future renewals.
The new HETEC term will officially begin duties on October 1, 2025, with a three-year appointment period.
