HETRA东盟代表处在马来西亚吉隆坡正式挂牌运作HETRA ASEAN Representative Office Officially Opens in Kuala Lumpur, Malaysia

HETRA东盟代表处已于8月25日在马来西亚吉隆坡正式挂牌运作，首席代表由东南亚籍资深会员林亦辰博士担任。这是HETRA继2023年3月设立华南代表处之后，在总部之外设立的第二个常设机构。
东盟代表处的设立，源于HETRA对东南亚工程行业协作需求的长期观察。近年来，东盟国家在交通基础设施、城市供水、海洋工程、清洁能源等方向进入建设高峰期，许多项目需要跨国工程团队协作。HETRA希望通过东盟代表处，为中国、东盟成员国以及港澳地区的工程单位提供一个对话与协作的平台。
东盟代表处的主要职责包括：对接东盟成员国的工程设计院、施工企业与研究机构；组织区域性的工程技术交流活动；支持跨国课题的立项与管理；协助HETRA会员单位在东盟区域开展工程咨询服务。
代表处挂牌当日，HETRA与东南亚工程协作联盟、吉隆坡工程师学会等三家地区机构签署了合作备忘录，约定在工程人才培养、案例共享、标准互认等方向开展长期合作。
HETRA常务理事会在东盟代表处设立决议中明确，代表处不具备独立法人资格，其运作须严格依照HETRA章程，对外签发的任何文件均以HETRA名义出具，不得以代表处名义独立用印。这是协会"一会一章"制度的统一要求。
The HETRA ASEAN Representative Office officially opened in Kuala Lumpur, Malaysia on August 25, with Dr. Lin Yichen, a senior member from Southeast Asia, serving as Chief Representative. This is the second permanent institution established by HETRA outside headquarters after the South China Representative Office was set up in March 2023.
The establishment of the ASEAN Representative Office stems from the long-term observation by HETRA of collaboration needs in the Southeast Asian engineering industry. In recent years, ASEAN countries have entered a peak construction period in transportation infrastructure, urban water supply, marine engineering, clean energy, and other areas, and many projects require collaboration among multinational engineering teams. Through the ASEAN Representative Office, HETRA hopes to provide a platform for dialogue and collaboration among engineering organizations in China, ASEAN member states, Hong Kong, and Macao.
The main responsibilities of the ASEAN Representative Office include connecting with engineering design institutes, construction enterprises, and research institutions in ASEAN member states; organizing regional engineering technology exchange activities; supporting the approval and management of multinational projects; and assisting HETRA member organizations in carrying out engineering consulting services in the ASEAN region.
On the day the Representative Office opened, HETRA signed memoranda of cooperation with three regional institutions, including the Southeast Asia Engineering Collaboration Alliance and the Kuala Lumpur Engineers Association, agreeing to carry out long-term cooperation in engineering talent development, case sharing, mutual recognition of standards, and related areas.
In the resolution establishing the ASEAN Representative Office, the HETRA Standing Council made clear that the Representative Office does not have independent legal-person status. Its operations must strictly follow the HETRA Charter, and any external documents must be issued in the name of HETRA and may not be independently sealed in the name of the Representative Office. This is a unified requirement of the Association system of "one association, one charter."
